Action Alert:
Call for Charges Against Officers who Shot 3 Children in the Head


On April 26, 2019, plainclothes officers with the Hugo Police Department decided to arrest armed robbery suspect William Smith while he was parked at a food center with Olivia Hill and her four children, ages 1, 2, 4 and 5. Smith was suspected of robbing a Pizza Hut in Hugo, Oklahoma two weeks earlier. He was driving Hill’s pick-up truck and unarmed.

When Car Care Clinic ED Lonnie Vaughn gave Olivia Hill the cars to a free new mini-van, she broke down in tears.

As Billy Jenkins and Chad Allen of the Hugo PD approached Hill’s vehicle, Smith put the truck in reverse, allegedly making contact with one of the officers and nearly hitting another (neither officer was seriously injured or treated at a hospital). Jenkins and Allen opened fire, hitting the pick-up truck with Hill’s children in it with more than 25 rounds.

“My 4-year-old daughter was shot in the head, and she has a bullet in her brain, and my 5-year-old has a skull fracture,” Hill told the media. “My 1-year-old baby has gunshot wounds on her face.” William Smith was also shot and hospitalized. Police are charging him with felony aggravated robbery for the April 11 crime at Pizza Hut.

Hugo PD also impounded Hill’s damaged truck. This prevented her from traveling to see her injured children in the hospital until Car Care Clinic in Tulsa stepped up and gave Hill a free new mini-van. Officers Jenkins and Allen were placed on paid administrative leave, but neither has been charged with a crime or disciplined.

I was absolutely outraged to learn of the shooting that took place on April 26, 2019 when Hugo Police Department officers Billy Jenkins and Chad Allen decided to arrest armed robbery suspect William Smith while he was in a vehicle with Olivia Hill and her four young children (ages 5 and under). The two PLAINCLOTHES officers responded to Smith trying to drive away by firing more than 25 rounds into the truck(!). Three of the children were injured in the head and face and had to be flown to the hospital in Tulsa. They will likely face long-term disability, but it’s a miracle they and their other sibling survived at all. Jenkins and Allen claim that Smith tried to run them over, but neither officer was injured in the incident. Equally important, Smith was UNARMED. This was a totally unjustified shooting that suggests the Hugo PD has ZERO regard for the lives of people of color, no matter how young or vulnerable they might be. Choctaw County cannot tolerate such violence of the first resort by law enforcement.  I demand you bring charges against officers Billy Jenkins and Chad Allen for the attempted murder of Smith, Hill, and her four children. Do justice by these children! I will be following your actions closely and organizing politically as necessary.
