On May 6, 2019, Democratic presidential candidate and U.S. Senator Cory Booker unveiled a gun control plan that sets a high bar for his competitors heading into 2020. Booker has backed a national licensing & registration system for guns, stating, “We will make it harder for people who should not have a gun to get one … If you need a license to drive a car, you should need a license to own a gun.”
Booker’s plan would require gun owners to obtain a license administered by the FBI. Applicants would be fingerprinted, sit for an interview, pass a comprehensive background check, and undergo gun safety training. Licenses would have to be renewed every five years, but could be rescinded earlier should an applicant become ineligible to own a gun. Booker also calls for privately-held firearms to be registered and housed in a “national database” so crime guns can be traced effectively. Unregulated private sales of firearms would be strictly prohibited in all cases.
The New Jersey Senator is also backing the following additional policies: one-handgun-a-month, assault weapons ban, allowing Consumer Product Safety Commission to regulate guns, and ending legal immunity for gun industry. Booker believes his gun control plan is the boldest ever put forward by an U.S. presidential candidate.

It is absolutely wonderful to see a U.S. presidential candidate backing a national licensing and registration system. In 1968, then-President Lyndon Baines Johnson wrote, “If guns are to be kept out of the hands of the criminal, out of the hands of the insane, and out of the hands of the irresponsible, then we just must have licensing. If the criminal with a gun is to be tracked down quickly, then we must have registration in this country.” Those words remain just as true today and I’m so happy to see you taking up LBJ’s long-forgotten crusade. I finally feel confident that were are talking about a REAL solution to disarming violent people in our society. Instant computer checks alone was never going to get us there.
